Input Releases Top 10 Federal Set-Aside Opportunities of FY 2009

At the beginning of each federal fiscal year, INPUT, the authority on government business, identifies and assesses the top 10 federal set-aside contracting opportunities for the coming year. In this year’s report, INPUT identified over $8.5 billion in prime contract dollar set-asides for small, 8(a) and Service-Disabled Veteran-Owned businesses.

Reston, VA (Issues Wire / Vocus) October 10, 2008 – At the beginning of each federal fiscal year, INPUT, the authority on government business, identifies and assesses the top 10 federal set-aside contracting opportunities for the coming year. In this year’s report, INPUT identified over $8.5 billion in prime contract dollar set-asides for small, 8(a) and Service-Disabled Veteran-Owned businesses.

Although we commonly hear that federal agencies are not meeting their small business set-aside goals, the data shows that the situation is clearly improving. Over the last seven years, federal agencies have doubled the amount of contracting dollars directed toward small businesses
“This year’s list of top 10 federal small business set-aside opportunities provides small businesses with the best of federal contracting opportunities in the professional services, operations and maintenance (O&M) and information technology (IT) markets,” said Alex Rossino, senior analyst at INPUT. “The billions of dollars available and variety of contract types and requirements presented in the report demonstrates the diversity of the opportunities for small businesses,” said Rossino.

As the trend toward multiple award, task order based contracts (MAC) grows, many federal agencies are still able to support small business prime contracts. In FY 2000, federal agencies awarded prime contracts to small businesses worth $208.8 billion. This total had risen to $436.4 billion by FY 2007. While the percentage growth rate may have dropped slightly in recent years, this can be attributed to federal agencies coming closer to the mandated goal of awarding 23% of annual contracting dollars to small businesses.

“Although we commonly hear that federal agencies are not meeting their small business set-aside goals, the data shows that the situation is clearly improving. Over the last seven years, federal agencies have doubled the amount of contracting dollars directed toward small businesses,” said Rossino. “Further pressure from Congress and more accurate tracking of small business procurement by the Small Business Administration (SBA) suggest that federal agencies will edge even closer toward meeting their small business set-aside contracting goals in the coming years.”
